A "how do they feel" question is answered by the card's emotional register, not by a yes or no. The Devil describes the mood and the direction of what the other person carries — read it as a snapshot of the connection now, and let the position of the card in your spread (their feelings, their intentions, the near future) sharpen what it refers to.
